Contractor shall provide aerial imagery services, as specified herein. The data shall be collected as close to January 1 as possible to facilitate compliance driven reporting. The City shall approve the imagery submitted before the product is considered acceptable. If edits are made to the image, they shall be completed within a reasonable timeframe but not more than thirty (30) days from the time the City gives notice of edits. FUNCTIONAL AND TECHNICAL SPECIFICATIONS: The contractor must provide the following at a minimum: • Manned and unmanned acquisition must comply with FAA requirements. • The specific location is in Section 22, Township 49N, Range 12W, Boone County, Missouri; Latitude: North 39° 00’ 01”, Longitude: West 92° 15’ • The project area to acquire aerial photography and topographic and planimetric data is approximately 830 acres. This includes 720 acres of Columbia Landfill property, 77 adjacent acres of City owned property, and an added 50-foot property line buffer around these parcels. Refer to the Aerial Location map (exhibit C) that defines the project area boundaries. • The project shall require a minimum of natural color 6-inch pixel resolution ortho imagery at 1” =100’ scale map product. Horizontal and vertical accuracy shall comply with standards set forth in the 2014 ASPRS Positional Accuracy Standards for Digital Geospatial Data, Tables B.6 and B.8 (exhibit D). • Planimetric and topographic data shall be acquired utilizing 3-D stereo compilations or other proposed technologies that would support the deliverables and accuracies. • All deliverables shall be provided to the City on a mutually agreed upon media such as DVD or Flash Drive. • Ortho imagery shall be provided as a GeoTIFF file. Digital contour and planimetric data shall be made available in AutoCAD (dwg or dfx) and ArcGIS geodatabase. • The contractor shall develop a Digital Terrain Model (DTM) and two-foot (2’) contours that are certified to meet or exceed ASPRS Accuracy Standards at the requested scale of a minimum of two feet (2’). Contours and DTM must be delivered in the format approved by the City. Contours shall be attributed with elevations in feet. • Separate layers shall be created for control, map limits, roads, structures, water features, spot elevations, poles, and other miscellaneous plan features. The DTM contours shall be separate files from the planimetric mapping file. The City will provide a scheme to match for each data type. • The City shall provide horizontal and vertical control referenced to the Missouri State Plane Coordinate System, Central Zone, (NAD83) (Attachment 3) horizontal and vertical units in feet standard procedure shall be used for horizontal control to ensure angle closure not to exceed three (3) second per angle and linear error of not greater than 1:10,000. All level line closure shall not exceed 0.05 feet times the square root of the distance in miles.
