The Department of Human Services, Homeless Services Division (HSD), has limited funding available for the 2025 – 2026 Inclement Weather season. Because of the limited funds available at this time, HSD is only accepting proposals which add emergency shelter beds. The following priorities will be utilized in proposal selection and funding decisions. 1. INCREASE CAPACITY - Proposals will be selected in terms of providing the highest number possible of additional shelter beds. 2. NIGHTLY AVAILABILITY – Proposals will be selected in terms of having as many nights as possible where shelter beds are open to accepting people. For example, highly considered proposals are those that provide continuous nightly availability, followed by those which will open regardless of the day of week at 32°, and lastly considered will be those operating certain days of the week or at lower temperature thresholds. 3. COST EFFECTIVENESS – Proposals will be selected based on cost effectiveness. A formula will be used to determine how much it costs per person, per bed, per night which is based around the financial request. The formula is outlined on the Project Proposal Cover Sheet.
