The Mississippi Department of Child Protection Services (MDCPS) is seeking to procure the services of a vendor with expertise in navigating the federal child welfare system andensuring compliance with all federal laws, regulations, and requirements. The primary goal is to enhance MDCPS’s ability to leverage available federal revenues to guide the procurement and delivery of child welfare services and to use data to improve performance. Objective: The outcome of this solicitation is the selection of a vendor to accomplish the specified services outlined below. Scope of Services: Expertise in Federal Regulations and Support: Provide knowledge of federal Children’s Bureau regulations, Title IV-E regulations, and requirements. Offer audit support and assistance with grant submissions. Assist in the development, editing, and implementation of various plans, including the Child and Family Services Plan, Annual Progress and Services Report, Title IV-E Federal and State Plans, Child Abuse Prevention and Treatment Act State Plan, National Youth in Transition Database review, and grant writing/submission. Title IV-E Foster Care Eligibility Support: Assist in the installation and implementation of protocols to increase capacity and improve MDCPS’s claims for federal funding. Assess and recommend improvements to MDCPS processes for determining Title IV-E eligibility. Prepare for and support the execution of any federal review of the Title IV-E program. Develop and assist in the preparation of a Performance Improvement Plan (PIP) based on feedback from the Children’s Bureau.
