2.1 The Contractor shall provide for debris removal and disposal of all eligible debris from the County ROW or County owned property. The Contractor shall secure, permit, prepare and operate the Debris Reduction Site. The site must be approved by the Mississippi Department of Environmental Quality (MDEQ) and the Marion County Board of Supervisors. 2.2 Construction and Demolition debris shall be taken to a Class I Rubbish site that has been approved by the Mississippi Department of Environmental Quality (MDEQ) to receive such waste. The Contractor shall include the Rubbish Site tipping fees in their unit price for this item. Vegetative and Demolition debris shall be taken for reduction to the Temporary Debris Reduction Site. Reduction will be made by either compaction, burning or chipping. Any Vegetative Debris reduced by burning at a Temporary Debris Management Site shall have the burn residue or ashes remaining taken to the MDEQ approved Solid Waste Management Authority Landfill, (hereinafter “MDEQ approved Landfill ”), for final disposal. The Contractor shall include the MDEQ approved Landfill standard tipping fees in their unit price for this item. White Goods debris, Household Hazardous Waste debris, as well as, Electronics debris, all of which are defined hereinbelow in paragraph 4.0, shall be taken to a MDEQ approved facility for final disposal subject to the payment of the facility tipping fees by the Contractor. Other Reduced Vegetative and Construction and Demolition debris, excluding the aforesaid burn residue and ashes, the White Goods debris, the Household Hazardous Waste debris, and the Electronics debris, shall be taken to a MDEQ approved Rubbish Facility, (hereinafter “Rubbish Facility”). 2.3 The Contractor shall document the current conditions of all roadways, sidewalks and all structures to remain in the debris removal area. In addition, all roadways along the haul routes shall be documented. A representative of the County shall be present during this inspection. The Contractor shall provide photographic and/or video documentation. The documentation shall be submitted to the County prior to beginning the work.
