Specifications include, but are not limited to: MCBOS desires a mutually beneficial relationship in which both MCBOS and the selected firm shall have a shared interest in delivering universal, affordable, quality, high-speed internet connectivity. Madison County intends to provide a forgivable loan to a non-profit or private business that provides qualifying broadband services. In turn, the County will establish expectations for the selected respondent. These performance expectations will include operational and service performance, approved monthly rates and fees in order to receive forgiveness of the loan. MCBOS shall maintain oversight of the program and will rely on the selected firm to provide technical, operational, and pricing standards that serve the best interests of consumers in Madison County
