The United States Army Corps of Engineers (USACE) Engineer Research and Development Center – Geotechnical and Structures Laboratory (GSL) has a requirement for a Luminar LiDAR Sensor Purchase. ERDC intends to award a purchase order on a brand name basis in accordance with FAR 13.501. This is not a set-aside of any kind.
Market research indicates that Luminar Lidar Sensor is the brand name equipment for this procurement as Sensor models for a Luminar Iris lidar were already created using computational methods as required by an Army Reimbursable for Robotic and Autonomous Systems. For computational models to be considered trustworthy, those models must be validated with physical testing comparisons. A physical Luminar Iris lidar needs to be acquired to collect real-world data that will provide validation and verification requirements for the computationally-developed model.
This is a Brand Name Requirement IAW FAR 13.501(a)(2).
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. Proposals are being requested at this time. No other formal solicitation will be issued.
Offerors shall include a quote with sufficient description and pricing to evaluate compliance with the requirements of the attached solicitation and description of requirements. An award will be made to the offer with the lowest priced technically acceptable offer.
