Specifications include, but are not limited to: • Conduct a comprehensive vulnerabilities and risk analysis on the state’s natural hazards to include Climate Change/Sea Level Rise.; • Conduct a man-made hazards risk assessment that includes Cyber-Terrorism.; • Identify the hazards, profile hazard events, inventory assets, and estimate losses. Assessment should include hazards such as flood, earthquake, hurricane, tornado, winter weather, dam/levee failure, severe weather (thunderstorms, lightning, hail, high wind), drought/extreme heat, wildfires, and other significant hazards based on historical data.; • Provide a description of all natural hazards that can affect the state.; • Provide a description of all man-made hazards that have the potential to most affect the state.; • Identify the location, extent, and impact (geographic area affected) of each natural hazard addressed.; • Provide information on previous occurrences of each hazard addressed.; • Discuss the probability of future events for each hazard addressed in the plan.; • Describe the State’s vulnerability based on estimates provided in local risk assessments as well as the State risk assessment.; • Describe the State’s vulnerability in terms of the jurisdictions most threatened and most vulnerable to damage and loss associated with hazard events. The risk assessment must address repetitive loss and severe repetitive loss properties.; • Explain the process used to analyze the information from the local risk assessments.; • The updated plan shall reflect changes in development for jurisdictions in hazard prone areas.; • The updated plan must describe the types of State owned or operated critical facilities located in the identified hazard areas.; • The updated plan shall present an overview and analysis of the potential losses to the identified vulnerable structures.; • The potential losses have to be based on estimates provided in local risk assessments as well as the State risk assessment.; • The updated plan shall reflect the effects of changes in development on loss estimates.; • Updated plan shall present an estimate of the potential dollar losses to State owned or operated buildings, infrastructure, and critical facilities in the identified hazard areas.; • Conduct meetings/ work sessions as necessary to gather the required data to comply with deliverables/tasks.
