Specifications include, but are not limited to: The Contractor and the CWU Department of Public Safety and Police Services, referred to as CWU, will work jointly to define routing and scheduling of the transit system. Central Transit will reduce the number of single occupant vehicles brought to campus, surrounding neighborhoods and the Ellensburg business areas by serving as a shuttle between the residential areas on and off campus and the Ellensburg business areas. Central Transit will be the name used by the Contractor to identify this student-specific transportation system. The Contractor will provide the following minimum service under this agreement for the 2009/2010 fiscal year, 2010/11 fiscal year and an opportunity for renewal in 2011/12, 2012/13, 2013/14 and 2014/15. Operate a transit bus route that fits CWU’s needs; except on holidays which the Contractor observes and holidays CWU observes (Thanksgiving and Christmas). During inclement weather or other natural disasters, the Contractor may suspend services as warranted; however, will notify CWU of the reasons and timeframe for suspension. Central Transit service shall operate from September 21, 2009 to June 12, 2010. During the period of June 13, 2010 to September 20, 2010, service hours will be limited to 2:00 PM – 12:00 AM, with only one transit bus operating. The daily span of service of the transit bus route will be jointly determined by the Contractor and CWU. The initial bus stops will be identified by the Contractor and CWU, but it is expected that there will be stops planned in the areas of both on-campus and off-campus student housing. Bus stops will also be located in the downtown core, recognized as the area between Main Street and Ruby Street, 3rd Avenue to 5th Avenue as well as stops in areas outside the downtown core, but within the city limits of Ellensburg. At a minimum the hours of operation will be Monday through Friday 7:30 AM to 9:30 AM (during school year); Monday to Sunday 2:00 PM to 12:00 AM (year round). The service will operate on a specific designed route or routes within the City of Ellensburg. Should changes to the routing or scheduling be desired by CWU during the span of this agreement, the Contractor will receive thirty (30) days notice before implementing any such changes. Changes may be made sooner by mutual agreement. If funds are not allocated to continue this contract in any future period, CWU will not be obligated to pay any further charges for services, including the net remainder of agreed to consecutive periodic payments remaining unpaid beyond the end of the then current period. CWU agrees to notify the Contractor of such non-allocation at the earliest possible time. No penalty shall accrue to CWU in the event this section shall be exercised. This section shall not be construed so as to permit CWU to terminate this contract in order to acquire similar service from a third party. CWU is not responsible for the actions of its students or invited guests for this service. Contractor must be able to provide services without subcontracting any of the services to another company or individual.
