Specifications include, but are not limited to: Design engineering, permitting, bidding, and construction oversight for the streambank restoration improvements encompassing the following elements: • Review of existing data not limited to the Empire Drainages Geomorphic Assessment and SWCD assessment report • Bioengineering and/or selective structural BMP design to address bank erosion and instability • Incorporation of in-stream habitat features where feasible • Riparian vegetation enhancements where poor quality or denuded vegetation exists • Preparation of permitting and environmental review documents to satisfy regulatory requirements not limited to: o DNR Public Waters Permit o Army Corps of Engineers Authorization to Discharge Fill Into Navigable Waters o Minnesota Wetland Conservation Act o Dakota County Shoreland and Floodplain Alteration Permit o Empire Township Grading/Land Disturbance Permit o National Pollutant Discharge Elimination System (NPDES) General Construction Permit and Stormwater Pollution Prevention Plan (SWPPP) Development o Environmental Assessment Worksheet • Preparation of final construction documents and technical specifications including a final estimate of all project construction costs • Preparation of bid documents and management of the bidding process • Construction administration services including; attending site meetings, construction documentation, engineering approvals, shop drawings, selective inspection, and other various construction administrative tasks
