Measures sets could include CMS’s Core Set of Health Care Quality Measures for Children in Medicaid and Children’s Health Insurance Plan, Consumer Assessment of Health Care Provider Systems (CAHPS), the Initial Core Set of health Care Quality Measures for Medicaid-Eligible Audlts and/or measures endorsed by National Quality Forum (NQF); Measure specifications for non-standard measures and measure calculation methodology; and Proposed baselines and comparison groups; Outline of the proposed quantitative and qualitative research methodologies utilizing the prevailing standards of scientific evaluation and academic rigor, as appropriate and feasible for each aspect of the evaluation, including standards for the evaluation design, conduct, and interpretation and reporting of findings; A description of data sources, methodologies and collection frequency; Develop and provide a rationale for the utilization of the best available data including the pros and cons of using the available data; Identification of controls and adjustments made to the evaluation that limit the data and may effect results; Discussion of the generalizability of results and their limitations;
