Specifications include, but are not limited to: The Minnesota Department of Human Services (DHS), through its Child Support Division (CSD) and Financial Operations Division (FOD) (collectively referred to as the STATE), is seeking proposals from qualified Responders to provide centralized receipting and processing of payments from various sources including child support and multiple agency programs. The Responder selected will perform several functions, including but not limited to: receipting, providing and supporting software (accessible to all users), retaining payment images in a searchable database in accordance with data retention requirements, providing and supporting an Application Programming Interface (API) for the purpose of validating payments from point of sale systems, assisting the STATE with various document imaging projects and storage, and working with the STATE to implement new and emerging payment methods. These functions are operated in accordance with Minnesota Statutes, sections 518A.54 through 518A.56, which require the STATE to centralize the receipting, processing and disbursement of child support payments and section 16A.275, Agency Receipts; Deposit, Report, Credit.
