Specifications include, but are not limited to: Implement a planning and tracking resource data management system. The system should provide staff, managers, and contractors with the ability to plan work and report their time associated with that planned work. Ideally, the project results in the ability to track work efforts by individual and groups of staff to strategic and program plans. The preferred data system will allow for tracking of time with sufficient attributes or tags to link the work effort to the activity by project, function, program and allow flexible reporting. This RFP focuses on the data entry User Interface (including administrative portal) and the data storage and management. The State intends to use existing tools for reporting and visualization, using the data that is stored and managed in this system. The State intends to either purchase or license an existing solution through this RFP and is open to either an Off The Shelf solution that would be installed on State of Minnesota infrastructure, or a Software as a Service (SAAS) solution hosted by the provider. In either case, direct access to the data in the system and configuration by the State is essential. The new planning and tracking data management system deliverables shall provide: improved user experience, reduced ongoing maintenance costs, improved invoice capabilities, and visibility into project and function details per program, function or funding plans. The system should be flexible and allow system administrators to adjust the user entry requirements by adding or removing attributes applied to work planning or time entry through the ability to add to or subtract from allowable values in drop down lists, make attributes required or optional, etc., without vendor or IT specialist support.
