This study is the first phase of a two-phase study. The desired outcome of the overall study will be to develop a Vision of this arterial in terms of function and scale that can be phased (in terms of project delivery) over time. This study will be undertaken within the framework of the Federal Highway Administration’s Planning and Environmental Linkages (PEL) program. 1) Develop an understanding of the roles and function of the TH 120 corridor in the region and how improvements would fit within the surrounding transportation network and accommodate existing and future land use. 2) Identify the immediate and long term needs on the corridor based on context, recognizing that the needs may vary by location and different stakeholders. 3) Identify and consider the different values represented within the corridor and establish a set of priorities that meet the needs of the different corridor users, communities, and other stakeholders.
