Specifications include, but are not limited to: The EDA is seeking a firm to provide a comprehensive range of services related to the economic development programs and projects of Brooklyn Park. The following section identifies the scope of services to be provided. The listing is not intended to be exhaustive, but rather illustrative of the types of services needed. Draft and/or review of resolutions and correspondence associated with EDA projects or programs. Draft development agreements and related documents for EDA review and approval. Review existing statutes and court decisions to determine that the Authority is conducting business in accordance with applicable state law and advise the Authority of legal matters relating to proposed transactions. Research and/or introduce special legislation or initiatives involving EDA matters. Attend EDA meetings regularly and/or where requested by the Authority or staff (3rd Monday of the month at 7 pm). Meet with and advise EDA staff, commissioners, City Manager, department directors and other staff on EDA-related legal matters. Provide a legal briefing as requested to the EDA staff and commissioners regarding new or proposed legislation affecting EDA operations and activities, including, but not limited to, economic development, redevelopment, housing and other related issues. Represent the EDA in the acquisition of properties for public improvements, private redevelopment and the like. Represent and/or research matters involving tax increment financing, tax abatement, relocation and property acquisition, affordable housing, real estate development and brownfield sites. Provide or subcontract for special services such as bond counsel, litigation matters, experts, etc. as directed.
