Specifications include, but are not limited to: 1. Develop and receive approval from State for a work plan to address the following by or before August 31, 2020: A) Analysis including statistical significance and correlations of: i) County demographics; ii) Standardized intake tool fields, including override use, and final intake screening decisions; iii) MAARC reports received and accepted; iv) MAARC report fields and selections; and v) Investigation and service outcomes for vulnerable adults. B) Systems analysis of: i) SSIS workflow and business rules for standardized intake tool; and ii) Standardized intake tool policy and training. C) Engagement of county APS stakeholder’s to gather feedback on: i) County intake activity; ii) County prioritization guideline analysis; iii) County work flow; iv) County APS budgets; v) County APS time reporting at intake; and vi) Use of standardized intake tool. D) Analysis of equity in outcomes for vulnerable adults including publically available county demographics and department provided data on disability, race, gender, geography, and status with respect to the vulnerable adult’s participation in medical assistance programs and services. E) Proposed county engagement methods, sample strategy, content, implementation timeline, and method for providing data and project updates to State and APS stakeholders. 2. Execute the plan following approval by DHS by or before September 15, 2020. While executing approved work plan provide the following: A) Progress updates to DHS no less than monthly; and B) Progress updates to stakeholder group no less than quarterly. 3. Submit full draft report to State by February 10, 2021. The full draft report should include preliminary information on the elements within Clause B1. A, B, C, D, and E within this section. 4. Submit a final written report to State by March 31, 2021. The final written report shall include all final findings from the draft report, all activities carried out under the approved work plan, as well as recommendations regarding improving statewide consistency in intake and service decisions. 5. Following State approval, present findings and recommendations to internal and external stakeholders. Presentation of findings should include a PowerPoint that condenses the final report to be used with different audiences.
