Specifications include, but are not limited to: Project 1: Deliverables for Combo life insurance/long-term care insurance products. Assist the STATE in providing information about the LifeStage insurance product to a range of stakeholders, with the goal of creating a product with LifeStage elements and making it a part of the life insurance market in Minnesota and other states. This information would include Actuarial analysis, consumer testing and results of the national Society of Actuaries research to encourage and advocate for carriers to create a market version of the Life Stage insurance product. Working with actuaries to provide additional detail on the actuarial analysis of the product as requested by carriers. Working on the follow up steps to a trial filing for the LifeStage product submitted to the MN Department of Commerce for review and approval. Incorporating suggestions for completing these tasks using innovative ideas for how to achieve these goals. Project 2: Deliverables embedding nonmedical services in Medicare supplemental plans sold in the state. Identify private health plans and other related stakeholders that are interested in offering the enhanced home care benefit to be added to Medicare supplemental plans sold in the state. The deliverables include: Providing technical assistance to these plans and advocating for the inclusion of the nonmedical services in supplemental plans beginning in 2020. Providing the results of our actuarial analysis and consumer testing to the health plans that serve seniors in Minnesota so that health plans offer the package of nonmedical to their enrollees. Working with the Metropolitan Area Agency on Aging/the Aging Network to complete work on the Juniper network as an approach to integrating health plan services with nonmedical services that help seniors stay in their homes and get the help they need Working with SHADAC staff at the University of Minnesota to more completely estimate and report on the potential cost savings available through the inclusion of the nonmedical package in the supplemental plans.
