Facilitation and Training: including, partnering, alternative dispute resolution, schedule analysis, development of independent cost estimates and other dispute resolution topics, as necessary. 5. Construction contract (transportation) independent cost estimates (ICE) for contract changes. Construction contract (transportation) claim analysis/support Claim analysis and support for highway construction contracts, generally, includes expertise in the following activities: a. Review claim and contract documents. b. Gather information. c. Provide “entitlement” analysis (“entitlement” is defined as what has changed in the contract.) d. Provide “impact” analysis (“impact” is defined as measuring the effect of the changes to the contract so that costs may be assigned to those changes.) e. Provide “damage” analysis (“damage” is defined as assigning costs to the impact statements.) f. Provide dispute resolution support and expert testimony.
