Specifications include, but are not limited to: The Bureau of Criminal Apprehension requests proposals to prepare and deliver a collection of fingerprint, palm print, and latent (crime scene) print images to be used for accuracy testing for the State’s Automated Biometric Identification System (ABIS). The ABIS is used jointly by the states of Minnesota and North Dakota under a consortium called the Midwest Automated Fingerprint Identification Network (MAFIN). While this RFP and any resulting contract will be with the State of Minnesota, all requirements are applicable to MAFIN and North Dakota representatives will participate in the execution of any resulting contract. The collection of fingerprint, palm print, and latent print images will be used as a test data set for establishing and validating the accuracy of the biometric matching capabilities of the State’s ABIS based on the requirements of the ABIS. The data set may be a combination of vendor supplied images and images extracted from the State ABIS by the vendor within the constraints identified in this document.
