Specifications include, but are not limited to: Working with the Hennepin County Library Department and Hennepin County Facility Services Department, the consultant will need to provide design consulting services for the Penn Lake Library Refurbishment. This design effort will consist of the following major tasks: 1. Provide Predesign and full Schematic Design Services to support the Penn Lake Library Refurbishment project. 2. On-site visits will be required as necessary to document existing conditions. 3. Project meetings will be held online except when there is a project benefit to holding a meeting in person. 4. Review on site conditions and documentation from Hennepin County Facility Services: a. Review and analyze existing building/program documentation including building drawings, previous condition assessments and surveys, environmental testing reports, etc. b. Review and become familiar with current Hennepin County building standards, guidelines, and operational needs. Existing facility documentation and building standards information will be provided by the County at project commencement. 5. Facilitate and conduct meetings, as needed, with Hennepin County team. Prepare meeting agendas two business days in advance of meetings and provide meeting minutes within 3 business days after a meeting. 6. Explore space concept options and MEP options for a high-level comparative analysis including a high-level construction cost comparison. 7. Provide a Schematic Design Executive Summary (to be reviewed by Hennepin County Board for approval), full Project Report and Appendix (all separate documents). 8. Provide Design Development drawing set and Construction Documents 90% Review set, and Final Construction Documents set for Bidding, including drawings and specifications. 9. Provide a professional predesign opinion of order-of-magnitude cost, provide a professional construction cost estimate at the end of the Schematic Design phase and a detailed construction cost estimate at the end of the Design Development phase of this project. Provide two professional construction cost estimates during the Construction Documents phase. Facility Services will produce the Project Cost Estimate using this information. Supplementary Basic Services: • Review existing facility condition assessment and site assessment information and provide a proposal to address any gaps in the existing assessment information. o Lighting evaluation to be included • Test ductwork for asbestos liner • Parking study to determine appropriate number of stalls to remain in the parking lot • Solar analysis to study viability of installing a photovoltaic array on this site and its potential size
