3.1 General Project Scope and Criteria 3.1.1 If applicable, all Consultant staff, supervisors, and administrative staff working in County facilities, shall complete BCA background checks, fingerprinting and signing of a BCA Security Awareness Form. Background checks shall be provided to and approved by County prior to access to any County building identified under this Contract. All costs related to background checks and finger printing is responsibility of Vendor. 3.1.2 Recurring background checks shall be completed on a yearly basis for all staff. Lack of a County approved background check for any staff at any time shall be cause for immediate removal of that staff person from County facilities. 3.2 Review Work Consultant will review Plan Update tasks completed or in progress, including: 3.2.1 Initial sixty (60)-day plan review agency notification comments and kickoff meeting comments. Complete. 3.2.2 Summaries from general public input process. Complete. 3.2.3 Existing plan review by staff for implementation completion. Complete. 3.2.4 Land & Water Resources Inventory draft. In progress. 3.2.5 Priority issues. Complete. 3.2.6 Needs assessment from TAC on goals. In progress. 3.2.7 Water resource/waterbody prioritization. In progress. 3.2.8 Measurable goals and measurable tasks draft. In progress. 3.2.9 Review and become informed on other studies and plans in SWMO such as TMDLs, assessments, studies. In progress. 3.3 Tasks to Complete 3.3.1 Finish Updating the Land & Water Resource Inventory The Land & Water Resources Inventory text, data and tables have been updated approximately sixty-five percent (65%). Consultant would finish updating the remaining information required by Minn. Rule 8410. Consultant will also create maps for inclusion into this section. Updates have been started but are still needed for 100-year floodplain levels & discharges, groundwater resources, surface water connections, regulated pollutant sources (maps), rare and endangered species table, existing land uses and proposed development in local and metro comp plans, and priority areas for wetland preservation, enhancement, restoration and establishment. 3.3.2 Identify Topics for Further Discussion with TAC and WPC Following review of completed work to date, help SWMO staff identify topics for further discussion with TAC and WPC. Possible topics already identified include: 3.3.2.1 Flooding issues and sedimentation of culverts 3.3.2.2 Technical Assistance and Cost Share Program (TACS) 3.3.2.3 Scott Clean Water Education Program (SCWEP) 3.3.2.4 Capital Improvement Projects (CIPs) 3.3.2.5 Groundwater sustainability 3.3.2.6 Climate impact considerations of SWMO projects and programs 3.3.2.7 Revision and updates to policies and standards 3.3.3 Defining and Revising Measurable Goals Consultant will assist in updating the goals section of the Plan, including measurable tasks into this section. While goals have already been established, measurable goal tasks are still needed. 3.3.4 Review and Revise Policies and Programs Consultant and SWMO staff will review the existing SWMO policies and performance standards relative to priority issues, city policies and the current regulatory environment. SWMO staff and consultant will draft policies and performance standards (development in floodprone areas, etc.) incorporating the results of work completed to date. Present draft policies and standards to TAC and WPC for feedback and incorporation into Plan. 3.3.5 Creating a Targeting Implementation Program SWMO staff and consultant will update Plan text describing SMWO programs and operations. Consultant will lead the development of a draft implementation schedule including projects, programs, planning level costs, potential partners, years of implementation, etc. Target and prioritize the implementation activities according to the priority issues, funding and other criteria developed by SWMO staff and the WPC.
