Specifications include, but are not limited to: The scope of this bid includes but is not limited to the following services. All services must be provided in accordance to all applicable federal, state, county and municipal legal requirements. When requested by the County, the Contractor shall accept, store, process and recycle all Tree Waste and Christmas Tree Waste collected and delivered by the County. The management of all Tree Waste must comply with the following standards. a. Facility - Contractor must have a permanent facility to accept all Tree Waste and Christmas Tree Waste. The facility location must be within 5 miles of Hennepin County and meet all quarantine requirements for Emerald Ash Borer(EAB). The facility location cannot change during the contract term unless agreed upon by mutual consent of the vendor and the County. Contractor shall ensure that the facility meets the standards set in this Agreement and comply with all applicable federal, state, county and municipal laws. The facility includes but is not limited to, the buildings, entrance, fencing, scale, loading dock, driveways, parking lots, and grounds, shall be maintained as to not impair the delivery of service set in this Agreement. b. Hours of Operation - The facility must have a permanent weekly schedule for receiving all tree waste. The facility hours cannot change during the contract term unless agreed upon by mutual consent of the vendor and the County. Acceptance and unloading of Tree Waste must be completed within twenty-five (25) minutes of the delivering vehicle entering the Contractors facility. c. Tree Waste - Contractor shall receive and process Tree Waste which originates and is delivered from all Hennepin County or its authorized agents on a yearly basis. Contractor must process all Tree Waste into useful products or for use in energy recovery.
