The Department of Commerce (“Department”) requests proposals for specialized technical and professional investigative services to assist with proceedings related to Minnesota Public Utilities Commission (“Commission”) Docket E-123/C-25-219. The Department is a party to that docket and the associated contested case before the State of Minnesota Court of Administrative Hearings (“Court” or “CAH”), CAH 28-2500-41041. In its August 13, 2025 order referring to the Court for a contested case, the Commission requested the Department to procure specialized technical and professional investigative services. Sample Tasks and Deliverables. The Contractor will conduct an engineering review possibly including, but not limited to: one-line drawings, interconnection applications, other investigations, and a physical inspection of the electrical circuits of the Prairie’s Edge Casino and solar photovoltaic and storage facility at 5616 Prairies Edge Ln., Granite Falls, MN 56241. This location is within the territory of the Upper Sioux Community and currently being served by the Minnesota Valley Cooperative Light & Power Association (“MN Valley”). The Contractor will apply the findings of that inspection to prepare a report under the direction of Department staff and counsel.
