The SMRAA on behalf of the City seeks to enter a long-term operating lease with a qualified ski-area operator. The operator will manage, maintain, and enhance Spirit Mountain’s yearround recreational offerings while advancing community, economic-development, and environmental goals and reducing financial risk to the City. - Engage a high-performing, experienced operator through a long term operating lease. - Ensure financially sustainable continuation of public recreation services - Safeguard and reinvest in public assets via capital-maintenance commitments in lieu of traditional rent - Maintain local identity and strong community access while leveraging private-sector expertise - Support the City’s broader recreational and economic-development strategy along the St. Louis River corridor
