Complete a 9-month process and outcome evaluation of the DWI Court from January 5, 2026 – September 30, 2026. During this timeframe, contracted vendor will meet regularly with the DWI Court Coordinator, the DWI Court Presiding Judge, DWI Court Team Members, and stakeholders as necessary to design, implement, and complete the evaluation process. 1. Collaborative evaluation planning shall begin in January 2026 and shall result in a detailed process and outcome evaluation plan including a work plan, key research questions, data sources, and deliverable preferences. Collaborative evaluation planning shall take approximately 4 weeks to complete with an estimated completion date of January 30, 2026. The DWI Court may approve modifications to the evaluation plan as recommended by the evaluator throughout the evaluation process. 2. Process evaluation shall begin on or about February 2, 2026, and shall take approximately 2 months to complete. The process evaluation shall indicate whether the DWI Court functions with fidelity to the most updated edition of Adult Treatment Court Best Practice Standards and delivers the types and dosages of services that are likely to produce favorable outcomes.ii Process evaluation shall also include: a. Jurisdictional characteristics of the DWI Court. b. Description of the eligibility criteria for participants. c. Description of the DWI Court Team including the roles and responsibilities of each team member, how each role interacts with other roles, and any recommendations to improve team efficiency, collaboration, and effectiveness. d. Document review (description of the DWI Court’s program phases and requirements, policy manual, handbook, participant orientation information, forms used to process participants, previous evaluation reports, and other programrelated documents). e. Review of program data collection processes. f. Discussion and selection of comparison group(s) for the DWI Court’s outcome evaluation. g. Review of data availability for participant group and chosen comparison group(s). h. Creation of a data elements worksheet with DWI Court Team members to locate and collect data ahead of the DWI Court’s outcome evaluation. i. Recommendations for data enhancement, if needed, ahead of the DWI Court’s outcome evaluation. j. Identification and discussion of any important and/or unique characteristics of the DWI Court. k. Any other activities not named above but recommended by the evaluator and approved by the DWI Court. 3. Methods used during the process evaluation shall include: a. Surveys and/or assessments to gather program process information (both overall program information as well as dayto-day operations and functioning). b. Interviews with DWI Court Team members to learn about DWI Court policies, procedures, and implementation of same as related to the most recent edition of the Adult Treatment Court Best Practice Standards. c. Site visit(s) to observe DWI Court staffing meetings and DWI Court hearings. d. Focus group(s) and/or self-report questionnaires with current, commenced, and discharged participants to assess participants’ perceptions of the DWI Court program. “Discharged participants” shall include individuals who were successfully discharged from the program as well as individuals discharged for program non-completion. e. Any other methods not named above but recommended by the evaluator and approved by the DWI Court.
