A. Snow Removal and De-icing Services at the following locations: 1. Government Center Campus: Government Center East, Government Center West, Justice Center, and Law Enforcement Center 200 Fourth Avenue West, Shakopee, MN 55379, and 301 Fuller Street, Shakopee, MN 55379 Parking lots, sidewalks, and building entrances 2. Marschall Road Transit Station 1617 Weston Court, Shakopee, MN 55379 Parking lots, sidewalks, and building entrances 3. Juvenile Alternative Facility 17681 Valley View Drive, Jordan, MN 55252 Parking lot, sidewalks, and driveway 4. Extension Office 7151 190th Street West, Jordan, MN 55352 Parking lot, driveway, sidewalks, and building entrances B. Plowing Guidelines: 1. The goal is to ensure optimal access to County facilities for both staff and visitors during work hours while maintaining the overall order and operation of the locations. To achieve this, snow must be removed from all locations during snow events according to the following requirements: i. Plowing Threshold: Snow will be plowed whenever accumulation exceeds one (1) inch within a twenty-four (24) hour period (a “Snow Event”). 2. Interim Plowing: When snow accumulation is ongoing and expected to continue during specific hours, interim plowing will be performed to ensure safe access. These procedures are designed to promote the safe and effective use of County facilities. Interim plowing will take place during County business hours, which are from 8:00 am to 4:30 pm, Monday through Friday, and will be completed before the end of a snow event; i. All locations curb to curb business day mornings, before 7:00 am if snow accumulation reaches the plowing threshold; and ii. All traffic lanes mid-day, before 4:00 pm, if the snow accumulation reaches 2 inches; iii. At any point that snow accumulation reaches 5 inches of new snow from a prior interim plow; iv. At the request of the County 3. Final Plowing: After each snow event, the provider shall conduct an overnight curb-to-curb full plow, remove all excess plowed snow from the locations, and de-ice locations as needed. i. Marshall Road Transit Station, all work shall be completed before 6:00 am ii. All other locations shall be completed by 7:00 am C. Sidewalks: Must be shoveled and de-iced seven (7) days a week whenever snow has accumulated overnight. The following specific timelines apply to different locations: 1. Government Center Campus (Government Center East, Government Center West, and Justice Center) Sidewalks along Atwood Street and Fourth Avenue must be cleared and de-iced before 6:30 am. 2. Law Enforcement Center Sidewalks, facility entrances, and emergency exits must be shoveled by 4:00 am when snow has accumulated to over two (2) inches. Shoveling must be maintained until 6:00 am. 3. Marshall Road Transit Station Sidewalks, facility entrances, and garage door entrances are shoveled and de-iced before 7:00 am.
