Dakota County, Minnesota wishes to hire a consultant to analyze current maintenance-related staff utilization and structure, identify best practices, analyze alternative service delivery options, and provide recommendations to optimize performance and promote the effective and efficient use of resources.The consultant will work with County and CDA staff to collect data and information that is necessary to perform the following Phase I work: Research and evaluate best maintenance-related practices in other public sector organizations within and outside Minnesota Based on the evaluation of best practices, identify and analyze alternative organizational management structures for the delivery of the following County and CDA maintenance-related functions to maximize resources, optimize service delivery, and align with County Board goals and priorities: Snow and ice control Pavement maintenance Pavement striping Landscape and turf maintenance Natural resource restoration and management Preventative and deferred building and site maintenance Grounds and building/site preparation for public use o Facility operation, maintenance and repair o Housekeeping/custodial o Fleet equipment support At the conclusion of Phase I, the County and/or the CDA may seek to conduct a Phase II evaluation of its maintenance-related functions and organizational management structure including the followingIdentification of models for staff serving multiple locations, facilities and services (e.g., consolidated service models vs. decentralized approaches based on region/district or department) The costs and benefits of outsourcing certain operations and/or combining functions. Optimal assignment of job duties to work groups and individual positions (e.g., specialists vs. interchangeable generalists, appropriate job descriptions/classifications) Model work processes and enhanced use of technology Identify optimum staffing models (complement and ratio of following) for current level service delivery and for expanded service delivery to accommodate growth over the next 5 years o Contracted services o Permanent staff (full time and part time) o Temporary staffing Other analysis
