Specifications include, but are not limited to: 1. Research: Review available history report, plans, studies, etc. for the Park. Review existing documents which may have an influence on the Park uses (ie the Park System Plan, Bicycle master Plan, Silver Lake Area Project Improvements, various available surveys, demographic information, local/state historic preservation documentation, Comprehensive Plan(s) for the City, the Park site and its existing facilities, and discussion with key staff. A summary of the reviews that were done should be included in the Master Plan. 2. Historical and Facility Review – A review of the report of historical components of the park along with a general facility review. These reviews will include any recommendations to maintain said improvements or enhance said facilities to meet the Master plan intent. These recommendations will be included with the findings and recommendations 3. Community Engagement: Provide and lead a communications and engagement effort. This would include coordination with the City’s Strategic Communications & Engagement Director & the City’s Diversity Equity and Inclusion Director for development of the communications & engagement plan and use of City platforms (POLCO, web page, and social media sites). Solicit community input through multiple public (in person/virtual) meetings which would encourage ideas, review concepts or other methods to gain community insight. Additionally, a meeting(s) should be held with specific key stakeholders as determined upon completion of the communications & engagement plan. Consultant shall submit the proposed engagement plan as part of the proposal. At a minimum the Consultant shall: Prepare a draft and final report summarizing the process and strategies for public involvement, including how we are achieving diversity, equity and inclusion of our community members in this process Identify how the community engagement will have an equity lens and will include historically marginalized community members and groups. Track public comments and responses and provide to the City throughout the duration of the project up to and including post-completion. Ensure all materials are online-compatible, ADA accessible, and composed using common language and terminology. Prepare and provide logistical support for all public meetings. Provide translation services when needed at public meetings and translation of some written materials for public consumption. City has utilized Intercultural Mutual Assistance Association, a Rochester organization, for translation services in the past. 4. Master Plan known components to include: Based on the Park system Plan it is already determined that multiple projects will be occurring in the park. The consultant will develop concept plans that further refine and define the future improvements, space allocation and estimated budgets. Projects include: a. Removal of the pool and replace with interactive water activities b. Skate park improvements c. Adventure Playground expansion/enhancements d. Other projects which are also known but do not need concept plans developed: i. Trail along north shore ii. Shelter enhancements iii. Silver Lake Station improvements 5. Master Plan unknown components: Since this park has contemplated changes with the known components listed above along with removal of the snow dump from the park, potential modifications to the dam, and future installation of a pedestrian bridge the consultant will seek out additional park improvements and uses that may be desired by the community through the agreed upon engagement plan. These improvements could be virtually anything from additional shelter spaces, addition of exercise equipment, development of new courts, to implementing more passive recreation activities, gardening and more.
