Objectives: Cases between Davis Moturi and John Sawchak 1. Provide a detailed timeline and overview of the events that occurred and related MPD case(s) involving the parties of Davis Moturi and John Sawchak, including, but not limited to: a. Occurrences where parties reached out to MPD, City leaders, or other City staff and the City’s response;. b. Communication with external partners, such as the Hennepin County Attorney’s Office or mental health resources; c. Preventative, protective, and proactive measures, if any, taken prior to the shooting of Mr. Moturi, and; d. Measures taken during the timeframe between the shooting of Mr. Moturi and the arrest of Mr. Sawchak. 2. Assess the key events and facts compared to expected processes and procedures; 3. Identify focus areas and observations from the response that provide learning opportunities for first responders, government officials and community members; 4. Determine whether existing department and City policies and procedures are adequate for responses to this type of incident. 5. Identify promising practices and lessons learned. 6.
