Specifications include, but are not limited to: A. Maintain a staff of employees necessary for efficient operation of dispatch and transportation services requested by the County: a. Be responsible for personnel relations, training, and performance of the employees. b. Provide a dispatch service capable of handling on demand ride requests via telephone. c. Provide drivers whose qualifications for operating a passenger vehicle meet all state and federal requirements. Drivers employed by the Contractor must possess a valid Minnesota driver’s license and shall comply with the following: i. Shall have no revocations of their driver’s license in the past three (3) years, nor any moving violations or at-fault accidents in the past one (1) year. ii. Shall have no conviction for driving under the influence of drugs or alcohol for at least five (5) years. iii. Shall hold certification for ADA training in the operation of specialized equipment for the mobility impaired. iv. Shall provide assistance to riders getting in and out of the vehicle as necessary. This includes but is not limited to, assistance with securing wheelchairs and mobility aids. v. Shall not smoke while in the presence of riders. d. Responsible for all fines and/or violations incurred by employees. B. Maintain its vehicle fleet in mechanically sound and reliable operating condition, and in accordance with all applicable federal, state, and local laws: a. Responsible for all vehicle costs including insurance, fuel, repairs, and maintenance of the vehicles. b. Ensure that all vehicles are clean, serviceable, and mechanically safe. c. Ensure that all vehicles meet all applicable federal and state vehicle safety standards, as well as the following requirements: i. Adequate heating and air conditioning. ii. Accessible seat belts for all passengers. iii. Meet ADA requirements for the mobility impaired. d. All vehicles shall meet all applicable state and local vehicle licensing, safety inspection, and insurance requirements. e. All required state and local decals, stickers, and/or license plates shall be properly displayed on all vehicles and shall be current at all times. C. Provide on demand transportation services for riders: a. Pick-up location will always be from the Law Enforcement Center in Stillwater, Minnesota. b. Response time of no more than 30 minutes during normal business hours (Monday through Friday, 8:00 am to 4:30 pm). Response time of no more than 60 minutes for after hours, weekends, and holidays. c. Rides will be one-way, with a single-stop at the destination.
