Authority Having Jurisdiction (AHJ) - An organization, office, or individual responsible for enforcing the requirements of a code or standard, or for approving equipment, materials, and installation, or a procedure. The AHJ may be a Code official where governed by Code. B. Contracting Agency – State of MN Department of Natural Resources (DNR) or State of MN Pollution Control Agency (PCA) C. Owner of the Building – Any private or public entity that owns the facility where work is to be performed.
