Specifications include, but are not limited to: This RFP seeks eligible entities (non-profit organizations, Tribal governments, and local units of government) to provide specialized outreach, emergency shelter, and/or supportive housing specific to youth victims of sexual exploitation. Eligible activities are detailed below: a. Outreach These programs locate, identify, build relationships with, and meet the immediate needs of youth who are at high risk or are victims of sexual exploitation and/or sex trafficking through contact on the streets or in other locations, with the goal of connecting the youth with a range of services including shelter or housing as needed. b. Emergency Shelter These programs provide emergency, short-term residential care (usually up to ninety (90) days) with the purpose of providing youth who are victims of sexual exploitation and/or sex trafficking a clean, safe place to stay, and stabilization services. Shelter providers should be able to offer residents safe, dignified shelter, including private shower facilities, beds, and meals; and assist youth with reunification with family or legal guardian when required or appropriate. Residents should have voluntary access to supportive services. Services provided may include, but are not limited to: • Case management • Advocacy and referral services • Access to housing resources • Mental health and chemical health services • Access to employment resources • Educational Services • Transportation and access to transportation resources • Food or hot meals • Recreational activities • Crisis intervention and conflict mediation • Therapeutic psychiatric stabilization services • Access to medical and dental care
