The program administrator will be responsible for marketing the Commercial Rehabilitation Program and managing property owner inquiries. General tasks include: • Maintaining the ability to respond promptly and courteously to phone, email, and in-person inquiries. • Providing clear, accurate, and easily understood program information to potential applicants. • Screening applicants quickly to determine eligibility, informing ineligible applicants promptly, and documenting decisions. • Recording all inquiries in the project file for compliance and monitoring purposes. Phase 2: Application Submission and Eligibility Verification The program administrator will be responsible for accepting and processing applications from eligible commercial property owners and verifying program eligibility. General tasks include: Application Submission: • Providing an application to interested parties. • Accepting applications in person, by mail, or electronically, ensuring accessibility for all applicants. • Informing ineligible applicants promptly to avoid unnecessary delays or confusion. • Maintaining and organizing a file of applications received and tracking their status from submission to eligibility determination. Eligibility Verification: • Confirming the property is in the target area. • Verifying property ownership, property tax, lien status, and property insurance. • Confirming owner leverage match. • Screening for a conflict of interest. • Assessing property historical significance (SHPO). • Completing a Tier 2 environmental review of the property.
