The Minnesota Department of Public Safety‘s Office of Traffic Safety (“OTS”) is seeking proposals from qualified responders to update its Policy and Procedure Manual (“P&PM”), so it aligns with the revised OTS structure and processes and complies with federal and state grants management requirements. Sample Tasks and Deliverables. Participate in project initiation and project management tasks as required and requested by the State, such tasks including but not limited to project kickoff meeting(s) and other regular touchpoints as deemed necessary by OTS personnel. Conduct relevant information gathering pertaining to OTS structure, processes, state enterprise grant management requirements, and federal grant management requirements, as well as identification of key OTS personnel that should be involved with the revision and update process. Review the current OTS manual, the State’s most recent Management Review Report and Corrective and/or Recommended Action Plans from the National Highway Traffic Safety Administration (“NHTSA”), and compile a list of updates needed to align the P&PM with current federal regulations. OTS staff will provide relevant information and requirements to inform this review and compilation of needed updates.
