The purpose of this Request for Proposal (RFP) is to solicit proposals from various parties that can work with the project manager to lead this multi-party process to create a clean energy plan for cold-climate residential energy transition, including: • Assess the current funding and legal landscape around “stacking” funding sources such as federal, state, and utility rebates and tax credits. • Examine ownership/leasing/financing models for rooftop solar, including municipal property-assessed clean energy (PACE) financing. • Develop program delivery options that streamline and simplify adoption for end users and can be easily adjusted to meet local circumstances. Options could include program delivery models that offer services automatically to “qualified” households, eliminating the need for individuals to learn about and apply for services. • Facilitate stakeholder engagement with groups, including community-based organizations, that serve the target population, income-qualified homeowners, landlords of income-qualified residents, and apprenticeship readiness program operators. • Manage overall process among partners.
