The Minnesota Department of Corrections (DOC) intends to renew an agreement with Multi-Health Systems, Inc. for up to 12 months to provide licensing costs for the LS/CMI and YLS/CMI 2.0 assessment families. DOC’s Field Services and Facilities use these tools statewide to effectively plan programming for high-risk offenders. DOC determined that Multi-Health Systems, Inc. is the only commercially reasonably available commodity product that can provide these services. State and county probation agencies have used these assessments in Minnesota for over 20 years, allowing for ease of transfer of offenders across agencies. The LS/CMI was selected based on extensive on-going research and validation of the tool to predict offender recidivism as well as correctly matching resources to offender needs. The State is in the process of revalidating the LS/CMI and its predictive value for our correctional population. Changing vendors at this time would disrupt system-wide processes assessing clients on community supervision. This is deemed a single source purchase because LS/CMI and YLS/CMI 2.0 are wholly owned by Multi-Health Systems, Inc. LS/CMI and YLS/CMI 2.0 who are distributed and supported solely by Multi-Health Systems, Inc. They are not available from other third parties.
