Task 1. State-wide Assessment Identify areas of potential suitability for deployment of TENs by broadly surveying conditions across the state. The study must consider: • geologic or hydrologic conditions conducive to thermal exchange and storage, • age, density, and use type of existing buildings, • areas of growth where development is likely Task 2. Identification of Suitable Sites Within the areas determined in Task 1, conduct an analysis of the following to identify suitable TENs sites, with consideration given to the following: • Details of the existing built environment informed by local history, including but not limited to existing heating and cooling systems and electrical service availability, • age and condition of existing natural gas infrastructure, • road and street conditions, including planned updates, replacement or maintenance, • local land use regulations, • area permitting requirements, • whether the area is an environmental justice area, as defined in section 116.065, subdivision 1, paragraph (e), and • any additional relevant considerations. Task 3. Analysis of Barriers to Deployment Task 4. Develop & Apply Site Ranking System Task 5. Produce and submit required deliverable(s) in a format to be determined by the State Task 6.
