The Minnesota State Patrol (“MSP”), in association with the Department of Public Safety’s Office of Communications (“OOC”), is soliciting proposals from qualified and experienced firms to coordinate, manage, and execute a comprehensive advertising and marketing-based recruitment initiative for the Minnesota State Patrol. This Request for Proposal (“RFP”) seeks proposals from experienced and qualified law enforcement recruiting firms capable of 1) conducting market research, audience testing, data analysis, and tailored recruitment strategy; 2) creating impactful advertising and messaging collateral that can be distributed through both traditional and digital advertising channels; and 3) providing media buyer/media broker services. For example, the creative aspects of the initiative may include leveraging and positioning of current MSP branding and messaging, photography, graphic design and videography, and development of recruitment specific social media collateral for dissemination on MSP’s social media platforms. The campaign must be based on up-to-date market research, testing and analysis, and evidence of successfully engaging law enforcement agency efforts to attract and retain individuals to the law enforcement profession. The awarded Contractor will suggest recruitment approaches and tasks with a proven record of past success that can be viably incorporated into MSP’s recruitment initiative
