The Successful Responder is not required to work in Minnesota, however, the successful Responder must, at minimum, maintain a Minnesota post office box to receive deliveries from FIs. STATE will not provide the Successful Responder with an address. The Successful Responder shall collaborate with STATE to maintain data security by scanning, assessing, and all testing information systems used in the performance of work and the transmission and storage of protected information provided by STATE or by an entity providing data on STATE’s behalf. A data sharing agreement shall be required and included as an attachment to any resulting contract. The Successful Responder must perform all services under any resulting contract within the borders of the United States, except as may be otherwise required by the World Trade Organization Government Procurement Agreement of 1996. This includes all storage and processing of information, and all work performed by subcontractors at all tiers. The Successful Responder shall: 1. Provide the full scope of data match services for STATE and DOR: Matching of child support obligor and tax debtor records with FI records through either Method 1 or Method 2 and encrypted, secure data file transfer of matched information to STATE and DOR; Tracking compliance of FIs; c. Management reporting to STATE, DOR, and FIs; d. Project reporting; e. Evaluation. 2. Provide the full scope of data match services for the FIs on behalf of STATE and DOR, including but not limited to: Outreach to FIs; Informing FIs on the requirements of Minn. Stat. §§ 13B.06 and 13B.07, including safeguarding data and potential liability; Coordination, tracking and repository of formal agreements with FIs; Capability to accept multiple types of encrypted, secure media and electronic transmissions of account records from FIs; Distribution of a consolidated file of delinquent child support obligors and tax debtors to FIs. 3. Overall Objectives of RFP and resulting Contract The overall objective of this RFP and any awarded contract is to procure the full range of services described above that will result in the following: Increased child support collections through the identification and location of FI accounts of delinquent obligors; Increased tax debt collections through the identification and location of FI accounts of tax debtors; Simplification, standardization and centralization of the data match for all In-state FIs; fulfilling the requirements of federal and state law, regulations, and policies.
