Specifications include, but are not limited to: The Minnesota Department of Health (MDH) requests proposals to contract with a communications firm that can produce Minnesota-specific, research-based messaging and messaging tools, in keeping with the practice suggested by the national Public Health Reaching Across Sectors “PHRASES” evidence-based messaging framework for public health. MDH seeks to improve public understanding of our public health system and help public health and allied professionals communicate more effectively and clearly about what public health is and why it matters. We need improved communication and the framing, messaging, and storytelling necessary to convey critical information to diverse audiences. The purpose of the messaging and messaging tools is to help public health leaders in Minnesota communicate to non-experts the vision of public health in the 21st century and the value of public health to our communities. We’ll also need to explain the system changes Minnesota’s public health system will undergo as the 21st Century Public Health System Transformation Initiative becomes a reality. The 21st Century Public Health System Transformation Initiative will transform the Minnesota governmental public health system so that it will meet national public health standards and ensure that our public health system is focused on long-term systemic change to serve all Minnesotans. Communicating this complex system change effort positively will equip our key public health system partners, including health leaders in MDH, local public health agencies, Tribal public health, and the State Community Health Services Advisory Committee (SCHSAC), with strategic, motivational communications.
