SCOPE OF WORK
FOR MEDICAL GASES - 2023
CASS LAKE INDIAN HEALTH SERVICE UNIT

BACKGROUND:
The Cass Lake Indian Health Service Hospital (CLIHS) provides healthcare services to a population of 13,000 individuals in Northern Minnesota. CLIHS operates an inpatient unit, ambulatory care unit; emergency room, and dental offices. Medical gases (i.e. oxygen, medical air, nitrous oxide, etc) are required to operate this facility and provide the necessary services. The service unit has identified the need for a non-personnel service contract for the Medical Gases Contract.
PURPOSE OF CONTRACT:
This contract is to provide a service contract for the supply and delivery of medical gases and tanks for the facility. This is an essential service for the operation of the facility, patient care and compliance with regulations in regards to the having medical gases available per the standards of care requirements for the operation of the facility.
Each contract resulting from this solicitation shall:
- Be a fixed-price contract for service with the potential for option years.
CONTRACTOR FUNISHED PROPERTY:
The contractor will supply a variety of medical gases and their containers and transport them to facility.
GOVERNMENT FURNISHED PROPERTY, FACILITIES, AND SERVICES:
The facility will be responsible for the storage of the containers on the Cass Lake Indian Health Service Unit grounds that are in compliant with OSHA regulations.
STATEMENT OF WORK:
The contractor will provide medical gases for the facility. Medical gasses include but are not limited to: nitrous oxide; medical oxygen (2 cylinder sizes); carbon dioxide; compressed air; and liquid nitrogen. The facility will need to rent the cylinders, but also want the option that if facility purchases cylinders they can be filled. The contractor shall advise contracting officer or representative of any problem encountered, or which may be encountered, in connection with meeting the needs of The Cass Lake Indian Health Service Unit.
DETAILED TECHNICAL REQUIREMENTS:
The medical gas contractor must:
- Provide transportation for scheduled pick-up/exchange of cylinders weekly
- Rent the cylinders and/or filled facility-owned “approved” cylinders
- Provide the following gases:
- E Nitrous Oxide – maintain minimum of 6 cylinders in stock at all time
- 251CF Medical Oxygen – maintain minimum of 20 cylinders in stock at all time
- 22 CF Medical Oxygen - maintain minimum of 20 cylinders in stock at all time
- 20lb CO2 – maintain minimum of 3 cylinders in stock at all time
- 310 CF Compressed Air - maintain minimum of 6 cylinders in stock at all time
- Liquid Nitrogen - maintain minimum of 2 tanks in stock at all time
- Option to add if needed
- Provide monthly invoice of medical gas usage
- Comply with all state and federal regulations related to the transportation of medical gases
- Be able to respond to the facility within 30 minutes if called for emergency related to medical gases
PERIOD OF PERFROMANCE:
Period of performance initially will begin February 20, 2023 through February 19, 2024 with the potential for option years.
REPORTING REQUIREMENTS:
INVOICE SUBMISSION AND PAYMENT
The Contractor shall submit an approved invoice to request payment on a monthly basis to the address below. The invoice shall itemize the rate per item and container. The contractor will paid for the actual number of cylinders and services provided.
