The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified vendors for the design, development, implementation, and maintenance of a new, secure, and user-friendly medical cannabis registry system. The current system is outdated, inefficient, and no longer meets the needs of the state's growing medical cannabis program. The new system will serve as the central hub for all program-related activities, including: a. Patient, parent/legal guardian, and caregiver application processing and approval b. Health care practitioner (HCP) registration and verification c. Secure access to patient data for authorized personnel d. Integration with licensed cannabis dispensaries for real-time verification of patient, parent/legal guardian, and caregiver status e. Robust reporting and data analysis capabilities to monitor program performance and inform policy decisions The new system will be expected to be compliant with all state and federal regulations and incorporate a high level of security to protect sensitive patient information. The successful vendor will demonstrate a deep understanding of the unique challenges and requirements of a medical cannabis program and will be committed to a collaborative partnership to ensure the successful implementation of this critical system.
