Project Scope A. Land Analysis: Conduct a comprehensive land analysis of key growth areas within the city to support new employment and residential growth. • Analyze general site characteristics and constraints, including: o Topography and soil types o Environmental corridors (wetlands, shoreland, floodplain) o Historic and archeological features o Existing and planned utility infrastructure o Existing and planned transportation network o Restrictive easements o Potential barriers (e.g., regulatory, political, etc.) • Identify strategies to remove or mitigate development barriers • Estimate the level of investment needed to prepare sites for development, including: o Cost estimates of necessary environmental reviews, studies, or regulatory compliance B.
