Dakota County is seeking proposals for the purpose of selecting a qualified firm for Inflation Reduction Act eligibility and tax credit consulting services. The county is seeking a Proposer that is familiar with Local and Federal statutes and laws to advise and assist with potential energy tax incentive benefits relating to Inflation Reduction Act of 2022. For all intended purposes of this RFP, the terms Proposer, Contractor and Firm may be used interchangeably. The objective of this Request for Proposal (RFP) is for Dakota County to enter into a contract, beginning on or about September 1, 2025, with a selected Proposer to review the eligibility of expenses and projects under the Inflation Reduction Act (IRA) for the following two projects: 1. Lake Byllesby Dam Project – An infrastructure project spanning over 10 years with an estimated total cost of approximately $50 million. 2. Electric Vehicle Charging Projects– Fiscal year 2025 projects for the installation of eight (8) electric vehicle (EV) chargers at (5) locations, with an estimated total cost of approximately $150,000. The selected Proposer will assess whether expenditures related to these projects meet the requirements for reimbursement under the IRA, and provide documentation, analysis, and recommendations accordingly.
