The overall Scope of the Work, as fully described in these Contract Documents, is for a three-year contract (2026-2029) to provide practices supporting healthy ecosystems, plant communities, and the sustainable care of vegetation associated primarily with the city-owned stormwater facilities including biofiltration and infiltration stormwater practices. The work shall adhere to the standards and practices outlined in the Ponds Landcare Guide: Standards for Vegetation Best Management Practices (Attachment 1) for the sustainable care of the specified vegetation sites stated in this document and the referred documents, ensuring the support of healthy ecosystems and plantings evolving over time. Additionally, the City of Minneapolis’ ArcGIS Inspection App and Smartsheet shall be provided and used as a tool to track and monitor the success of each site and guide the implementation of practices in accordance with the standards set forth in the Ponds Landcare Guide. The scope includes, but is not necessarily limited to, furnishing all labor, tools, equipment, and materials necessary to: • Task 1 Project Management o Schedule and coordinate landcare activities. o Share inspection reports with City of Minneapolis o Coordinate with Minneapolis staff as necessary on infrastructure maintenance or repairs. • Task 2 Site Inspections and Reporting “Maintenance and Inspection Sites” o Conduct 2 Mid-season Inspection/Maintenance Reports for all rain gardens, bioretention areas, or other stormwater facilities at the sites identified as Inspection and Maintenance Sites within the “Inspection and Maintenance Schedule”, Attachment 2. Report 1 shall be completed no later than July 15th. Report 2 shall be completed no later than September 15th. Mid-Season Reports shall be no less than 60 days apart Provide additional follow up inspection reports as needed when maintenance is not completed during Mid-Season Inspection. o Inspections reports shall be done in city approved application or data set. o Use city provided Smartsheet to document inspections and maintenance activities for Invoicing. • Task 3 Vegetation/Routine Management “Maintenance and Inspection Sites” o Perform vegetation management including planting, weeding, watering and removal of noxious weeds in accordance with Ponds Landcare Guide: Standards for Vegetation Best Management Practices, Attachment 1. Coverage: • No eroded soils present. • Vegetation coverage must exceed 90% over any 10-sf area. • Bare soil areas will not exceed 1 sf. • No sediment collecting within the BMP. Invasive Species Presence: • Less than 2% noxious and less than 5% aggressive species • Inspect site for invasive plant species that pose a challenge for the establishment of native plant species. • Removal of invasive and aggressive tree species is required, o Provide emergency response for unexpected issues. o Provide erosion control measures as needed to prevent soil loss and provide slope stabilization. o Furnish, install, and maintain additional bid items to meet standards including shrubs, perennial plants, shredded hardwood mulch, erosion control blankets, o Support plant establishment by replacing failed plants within two weeks of detection. o Debris and litter removal o Inspection/documentation of mechanical components • Task 4 Administration and Travel o Planning and coordination to align activities with partner goals and needs. o Travel, Mileage + transportation for project activities o Project development and support. o Invoicing and contract management o Data management and mapping as needed o Technology upgrades as needed for software and equipment.
