The contractor will complete the following as part of the contract: 1) Facilitate a kickoff meeting with County staff to discuss project scope, approaches, analyses, tasks and timeline. 2) Coordinate at least bi-monthly meeting to provide project status updates. 3) Summary of the types of residential organics collection systems (e.g., municipality contracted, open hauling) in the TCMA, including: i. Describe and compare advantages and disadvantages of each type of collection system for residential curbside organics collection. ii. Describe Minnesota’s statutory structures and city/town implementation processes for open versus municipality contracted collection systems. 4) Summarize the reasons, approach and lessons learned of: i. Three (3) TCMA municipalities that recently changed from an open hauling systems to a municipality contracted hauling systems for residential organics collection and outcomes from the change. ii. Up to three (3) TCMA municipalities that recently changed from a municipality contracted hauling system to an open hauling system for residential organics collection and outcomes from the change. 5) Identify typical timelines and major steps to establish each type of collection system (open and municipality contracted) for new curbside residential organics collection programs. 6) Identify and summarize city codes from all Dakota County suburban municipalities that may impact organics collection, including: i. Cart placement/storage requirements. ii. Number of residential waste containers allowed. iii. Other relevant city code provisions. 7) Identify Twin Cities Metropolitan Area (TCMA) municipalities with open vs. municipality contracted systems for residential organics collection, including: one hauler contract (city contracts with a single hauler) and zoned collection with multiple haulers (city contracts with multiple haulers based on current market share or other means)...
