1. Assessment of Current Financial Conditions and System Needs: • The Long-Range Transportation Plan (which is anticipated to be approved by the board in late 2025) will have compiled information on all current funding sources and the anticipated long-range capital needs. This information should be used as the basis for the scope of work but should be built upon to further analyze the funding gap for our upcoming capital, operating, and staffing needs. 2. CTST Environmental Scan, Scenarios, and Financial Analysis: • Review what peer counties are doing in regard to county transportation sales taxes. • Generate a comparative analysis evaluating how different scenarios do or do not meet the County’s goals. • Assess the potential impact of scenarios. If scenario three below is chosen, provide other financial options to meet the County’s transportation goals. • There are three likely scenarios for the CTST. 1. Keep the current funding level of the CTST the same and do not change the funding split between transit and road and bridge projects. 2. Keep the current funding level of the CTST and change the funding split between transit and road and bridge projects. There are two sub-options to consider: a. Funding should be assigned based on need in any given year. b. A new funding split should be determined between transit and road and bridge based on the analysis in this process. 3. Lower the CTST level below the current rate and use funding primarily for road and bridge projects.
