Ramsey County (the "County"), through the Human Resources Department, seeks a consultant to ensure compliance with Federal Law and the County’s Alcohol and Controlled Substances Testing Program. Services to be provided under this contract include consortium/Third Party Administrator (TPA) administration, records management, Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse compliance, regulation consultation, employee training and collection/screening protocol, Reasonable Suspicion Supervisor training and program document updates as requested. Ramsey County relies on a written program (Attachment A), titled “Ramsey County Federally Mandated Alcohol and Controlled Substances Testing Program” for overall guidance on complying with Federal Department of Transportation (DOT) testing regulations. The selected Contractor will consult on written program updates to ensure compliance with all current Federal DOT requirements.
