Scope of Services The successful Contractor will have the ability to perform all the functions below. Contractors who cannot provide the full range of requested services may submit a proposal but must clearly note any services listed in this request which would not be provided. Contractors are also encouraged to highlight any services for which they possess particularly notable qualifications. 2.1. Project Management All aspects of the scope of services outlined below and included herein are expected to be completed within the project deadlines. The role of the selected consultant will be to complete all tasks necessary to take the project through campaign and final election day. The consultant is encouraged to include and describe additional tasks not mentioned within the RFP that will enhance the project. The Consultant will perform all work necessary to coordinate project development, maintain the project schedule and budget, facilitate stakeholder engagement, and create final project deliverables. 2.2. Key Tasks A. Recommendation of 2026 Election Ballots – The Land and Water Legacy referendum is eligible for the 2026 primary or gubernatorial election ballot. The consultant will develop a recommendation on which one would be most advantageous to the county. B. Development of Timeline – Creation of a timeline including completion of key tasks and processes up to the election date. C. Research and Development of Referendum Language Report – Research and an analysis of referendum language recently used which relates to the goals of this project, and a subsequent recommendation of potential language to be used. D. Stakeholder Engagement plan – The consultant shall develop and propose an integrated approach to stakeholder engagement with the aim of widespread county awareness of the 2026 referendum’s approach should include varying levels of engagement and the proposed number of meetings and engagement activities.
