The Minnesota Local Technical Assistance Program (LTAP) is funded by the Federal Highway Administration (FHWA) and the Local Road Research Board (LRRB) and is housed within the Center for Transportation Studies (CTS) at the University of Minnesota. Launched in 1992, Minnesota LTAP provides training workshops and seminars, conferences, customized training, demonstrations, distance learning and technical assistance to local agencies across the state. Minnesota LTAP is seeking to contract with an individual, consulting firm or organization to develop and perform Minnesota environmental permitting training. The program’s training delivery requires individuals with the ability to educate adult learners and has extensive experience permitting for highway maintenance work, practices, methods, and specifications.
