1. Assist staff with the expertise necessary to utilize funding by identifying key location with highest need. 2. Utilize a revolving loan fund to make loans and subgrants for brownfield cleanups. 3. Oversee the environmental site activities in compliance with the EPA Cooperative Agreement terms and conditions. 4. Assist in creating a community involvement plan and administrative record for each site that is remediated. 5. Attend meetings with staff and grant and loan recipients. 6. Conducts periodic site visits during implementation. 7. Ensure compliance with approved plans. 8. Ensure compliance with Davis Bacon and BABA requirements. 9. The selected consultant will be required to table and provide information on Brownfields to the public at the Duluth Housing Strategies Conference on Friday, November 14, 2025.
